They've said that there will be PvP, but it's definitely not a PvP-centric game. The four playable races (dwarves, elves, men, and hobbits) were not at each other's throats, particularly in the area and time that they're releasing with at launch (Eriador, just after the Fellowship has left Moria). The three design rules they've given for their PvP system, quoted verbatim from the Team Letter on PvP are:
1. PvP will under no circumstances be non-consensual. If a player is ever affected by PvP it will be because they made a conscious and clear decision to put themselves in danger of it.
2. [PvP] won’t break the immersive nature of Middle-Earth. There will be no sunset duels between the Humans and Hobbits in the streets of Bree. PvP will inhabit its own place in the world and be presented in a manner that is in keeping with Tolkien’s world and its lore.
3. PvP will not be required in any way to progress through the content of the game. Frodo didn’t have to kill any Elves to make it to Moria and neither will you.
We don't know just what form(s) it'll take but they've said in an interview that one form may be large battles between kinships in "special areas". No idea whether "special areas" means "areas of the map", "instanced areas", or what. We do know that it won't be downtown Rivendell (see rule #2).
